The Deputy Head`s department is headed by the Deputy Head, who also serves as the Public Trustee. The division has established regional offices in Kisumu, Lamu, Malindi, Mombasa, Kakamega, Embu, Nyeri, Kisii, Machakos, Garissa, Meru, Eldoret and Nakuru. It is planned to operationalize two additional offices in Kericho and Bungoma in line with Vision 2030, the medium-term plan and Article 6(3) of the Kenyan Constitution, as part of its decentralization programme to ensure that public curatorial services are accessible to the public. The constitution identifies children as a vulnerable group and obliges all State bodies and officials to give priority to their needs. The Public Trustee fulfills this constitutional mandate by administering juvenile trusts. In this context, the Office establishes and manages trusts under the Trustees Act to promote the education and welfare of minors, taking into account the social, economic and cultural realities affecting children in Kenya. These trusts are terminated when the minors reach the age of majority. The Division also administers developmental trust trusts, charitable foundations and acts as court-appointed trustees pursuant to section 20 of the Public Trustee Act. The Section is also responsible for the custody of enemy property and the property of schools, colleges and other public institutions. The Office of the Public Trustee was established under the Public Trustee Act (Chapter 168 of the Laws of Kenya) enacted in 1925. It operates within the organizational framework of the Department of the Chief Executive Officer of the State Legal Office and the Department of Justice. The timely distribution of assets by this office empowers beneficiaries and enables them to participate in economic development and wealth creation.
